Background

UNDP since 2020 have been facilitating an active listening process in the southern border provinces to gather narratives with a diverse set of key stakeholders. As a result, the Initiative on Social Innovation Platform Process for Systems Change at Subnational Level aims to shift from single-point solutions and linear projects to an open innovation platform (variety of actors, methodologies, and interconnected actions) that is holistically framed by the principle of SDGs integration. Exploring and experimenting multiple solutions by engaging with multi-stakeholders over the past year, UNDP has taken stock of lessons learned and experiences and currently rethink how social innovation platform approach can be scaled up linking to the subnational governance and national policies related to food systems. One key area of intervention to reinforce interconnection for local transformation is to strengthen collective capacities of local practitioners and policymakers. Hence, UNDP and Public Policy Institute of Prince of Songkla University will organize three-day training workshops to strengthen capacities of food systems practitioners and policymakers for the better interconnection of subnational intervention and learning to national policy dialogue and formulation.

Learning Design Concept

The organizers of this course believe that all practitioners are competent and have invaluable experience working at local level under the framework of public policy processes. The course design is therefore dynamic. It will adjust according to the competencies, challenges, needs, and abilities of the participants and will encourage participants to learn, develop new skills necessary for some new dimensions of their work, and most importantly strengthen their existing capabilities. The course will introduce new knowledge, systemic thinking modes, new set of tools and techniques to drive systemic solutions through social innovation and public policy for participants who will co-learn alongside the workshop facilitators and other practitioners. The course will use case studies from real-world challenges to inspire, amplify, highlight the participatory learning process.  The course also is expected to be a common space for networking, knowledge exchanging, and empowerment of all participated practitioners who will in the long term be able to leverage their collective efforts for the systemic development of subnational intervention and the creation of innovations in food systems.

The training course is designed with a focus on strengthening capacities of participants to:

  1. Understand the concept and mechanism of public policy and innovation processes at both area-based and thematic-based levels. Able to gather a systemic understanding and aware of the needs for agility and adaptation in practices to embrace the complexity and challenges of today’s world.
  2. Able to define and design processes to drive public policy, implement new tools at each stage of the policy process – policy formation, defining options, policy implementation, policy monitoring and evaluation, and policy review for termination or extension.

It is expected that the results of this workshop will enable participants to apply knowledge to the development of the work they are responsible for, to effectively participate in the policy process, and scale up their efforts to policy level resulting in a people-centered public policy process and bottom-up policy innovation. It is also expected to initiate a community of practice for policy innovators and practitioners at the local level where learning, experiences, and collaboration opportunities are explored to empower policy change at different levels effectively.

The workshop is designed with a focus on demonstrations and groupwork using tools/techniques that meet learning needs expressed in the application forms. The workshop will be designed according to such needs and consideration of time constraint. Target Participants 30-35 persons

Representatives of agencies, organizations, networks, groups that are key stakeholders such as government agencies, local governments, the private sector, civil society, the media, and the general public who have been driving the food systems in the area of ​​4 provinces. Eligible applicants must meet the specified criteria and conditions.

Applicant qualifications

  1. Applicants must be working on a project about food systems development in 4 southern provinces (Songkla, Narathiwat, Yala, Pattani)
  2. Apply as a team (3-4 members) including a representative from the governmental organization, local government institutions, businesses, civil society, or stakeholders involved in the issue/project
  3. Applicants are required to prepare an introduction and information about project/ work on the local food system in their area
  4. Applicants must commit to attend a full 3-day training workshop
